Brubaker Legislation Would Help Boroughs Reduce Energy Costs for Consumers
HARRISBURG – Boroughs could reduce energy costs for consumers under
legislation introduced by Sen. Mike Brubaker (R-36).
Senate Bill 168 would allow municipal governments to enter into power supply
and electric generation projects to get the best deal for consumers. The bill
would give boroughs the authority to acquire electricity at the best value
through memberships in non-profit member corporations.
Brubaker said that boroughs in other states have the authority to enter into
these projects to secure affordable and reliable electric for consumers, but
Pennsylvania municipal governments do not have the express authority to do so.
Senate Bill 168 would provide this authority, allowing boroughs to consider
these opportunities to reduce energy costs.
"The price of electricity is a major concern for many consumers, and my
legislation will give municipalities a broader range of options to control
costs," Brubaker said. "A number of local officials have expressed a desire to
take advantage of new opportunities to purchase electricity, and I am hopeful
that we can give them that chance by passing this bill."
Ephrata Borough recently announced that rates would increase after their
contract expired at the end of January. "I heard from many constituents last
week whose electric bills increased 100, 200 and even 300 percent that is a
difficult adjustment for anyone, but in this economic time is even more
troubling." Brubaker said his bill would help Ephrata and other boroughs
meet the needs of their consumers.
Senate Bill 168 was referred to the Local Government Committee on February
