For Immediate Release Senator Brubaker continues to learn about dog breedingEPHRATA – Learning about the dog breeding industry and facilitating open discussion on the issues facing dog breeders were the focus of two kennel tours in which state Senator Mike Brubaker (R-36) participated today. Brubaker toured Glenwood Kennels in Ephrata, which is owned by Ammon Martin, Jr., as well as a facility owned by David Zimmerman in East Earl with members of the Independent Regulatory Review Commission. Following the tours, the participants had a conversation at the home of Amos Zimmerman, David's father. "In light of the state Department of Agriculture's proposed regulations under the Dog Law, we are all here today to learn more about the industry," Brubaker said. "We need to have meaningful dialogue and be as honest and transparent as possible with dog breeders as well as those who are concerned about how they are running their businesses. This way, we can better understand the effect these regulations will have." The three members of the Independent Regulatory Review Commission (IRRC), including Executive Director Kim Kaufman, and the Senator were invited on these tours by the Pennsylvania Professional Pet Breeders Association. The tour served as an educational tool for the Commission, a third party agency which reviews all regulations proposed by Commonwealth departments and agencies. IRRC has the responsibility to make certain that the agency proposing the regulation has the statutory authority to enact the regulation, to determine whether the regulation is consistent with legislative intent, and ensure that the regulations are in the public interest. The Commission also considers economic impact, public health and safety, reasonableness and clarity. "I believe it is beneficial for all of us to hear from all interested parties and gather information from as many perspectives as we can when dealing with such a sensitive issue as regulations for dog breeders," Brubaker said. "This is exactly why the public comment period was extended for an additional 30 days, so that the Department of Agriculture will be able to make the best decision possible by making sure all concerns are heard."
