  • House Bill 39 (Caltagirone), amending the animal cruelty provisions of the Crimes Code (Title 18) by prohibiting dog owners from performing certain surgical procedures on their dogs and by granting authority to dog wardens to enforce certain provisions of the animal cruelty statute in counties lacking a court appointed humane society police officer (HSPO).

      • A01199 – standardizing violations for ear cropping; clarifying “possession” of a dog as it pertains to prima facie evidence of a violation; permitting a veterinarian to perform tail docking on a dog at certain ages; clarifying record keeping requirements, and; removing the provision giving State dog wardens the authority to enforce the Cruelty to Animals section of the Crimes Code.

  • Senate Bill 298 (Yaw), amending Act 319 of 1974, Clean & Green, to permit the extraction of natural gas without triggering a breach of preferential assessment.

      • A01419 - permitting small noncoal surface mining on land covered by preferential assessment as provided for by the "Noncoal Surface Mining Conversation and Reclamation Act"; imposing roll-back taxes and adjustment of fair market value of those portions of land utilized for small noncoal surface mining and; providing that roll-back taxes on those portions of land shall not invalidate preferential assessment of the remainder of eligible land.

  • Senate Bill 607 (Wozniak), amending the Rural Pennsylvania Revitalization Act adding the regional campuses of the University of Pittsburgh to the list of colleges and universities whose faculty members are eligible to receive grants through the Center for Rural Pennsylvania, raising the maximum grant amount from $50,000 to $60,000, and technical clarifications.
